The Plan Ahead

A Strategic Vision

In recent years the MDA has prioritised both transport connectivity and skills development to achieve ease of access to centres of employment and a labour market that supports businesses to prosper and grow.  In addition to these activities, which will remain priorities for the MDA, the partnership will also focus on the key cross cutting themes of digital connectivity and low carbon.

In March 2017 the MDA published the Mersey Dee Growth Prospectus, which details the investment required to unlock its full economic growth potential, and in March 2020 the MDA launched an Investment Programme to support delivery of the priorities outlined in the Growth Prospectus.  The overall objectives of the Mersey Dee Growth Prospectus and the Investment Programme are to:
  • To improve cross border rail connectivity by lobbying for investment in Chester, Shotton and Deeside Stations, the Wrexham to Bidston/Liverpool line and ultimately the electrification of the North Wales Coast Mainline.
  • To improve cross border road connectivity by lobbying for investment to improve the A494, A483, A550 and A41, Chester Broughton Growth Corridor primarily, as well as several other major cross border routes.
  • To improve the efficiency of the cross-border labour market and skills development.
  • To promote and facilitate cross border collaboration around digital connectivity.
  • To promote and facilitate cross border collaboration around low carbon and clean growth.

In partnership with the North Wales Economic Ambition Board and the Cheshire & Warrington LEP, the MDA has also developed the North Wales and Mersey Dee Energy Prospectus which demonstrates that the Mersey Dee area is ideally placed to respond to and provide leadership on the affordable and clean growth agenda, with particular focus on nuclear, hydrogen, storage, renewables and smart networks.

In 2015 the MDA worked closely with Welsh Government to establish a cross border Task Force to campaign for investment in rail infrastructure and services across the Mersey Dee area and beyond. The cross-border alliance of business, political and public sector leaders, Growth Track 360, was launched to secure £1bn of rail improvements, which would transform the North Wales and Cheshire regional economy and deliver 70,000 new jobs over 20 years.
